AHE for eligible adult immigrants

What is Apple Health Expansion?

At the direction of the legislature, Health Care Authority (HCA) will expand health care coverage to more people. In 2022, the Legislature provided funding to HCA to explore what system and procedure changes would be needed to facilitate expansion and the program is set to be implemented beginning July 1st, 2024.

This program is designed to be a “look-alike” Medicaid program but is not an official Medicaid program.

Who is eligible?

Clients may be eligible if they:

  • Are a Washington resident ages nineteen (19) or older
  • Have countable income under 138 percent of the federal poverty level (Please note that federal poverty level is determined by the income of an individual and the number of dependents on that income)
  • Do not qualify for other Apple Health programs based on immigration status
    • Immigrants who have not met the five-year waiting period to become eligible for Apple Health are not eligible for Apple Health Expansion
  • Are not pregnant or did not have a pregnancy end in the last 12 months (This is because pregnant women would be on the State’s Fee for Service program)
  • Are not eligible for qualified health plans (i.e. Cascade Care) with advance premium tax credits (APTC), federally funded medical assistance programs

When can individuals apply for Apple Health Expansion?

  • Individuals may start applying for Apple Health Expansion beginning at 8:00 a.m. on June 20, 2024. This program has limited capacity and is expected to fill quickly! Please visit the Apple Health Expansion client webpage to learn how individuals can apply for coverage.
    • Please note: As of June 21st, 2024, the capacity for the program has been reached for those between the ages of 19-64. We highly encourage those between these ages to apply even though it will be denied initially. When spots do open in the short-term, the Health Care Authority will be randomly selecting applicants.

What services are covered?

Apple Health Expansion will cover the following services:

  • Physical and behavioral health services
  • Dental services
  • Transportation to Apple Health covered appointments
  • Interpreter Services
  • Pharmacy (Over the counter and prescription drugs on the Apple Health preferred drug list)
  • Vision hardware (For clients under 21 years of age)

In addition, Community Health Plan of Washington will be expanding our Value-Added Benefits, currently received by our Apple Health members, to our Apple Health Expansion population. These benefits will include but are not limited to free vision hardware (glasses), access to alternative treatment such as massage therapists, chiropractors, and acupuncturists, and CHPW’s virtual care.

Pregnant individuals

When an application for Apple Health Expansion is submitted and it indicates a pregnancy, the applicant will be moved to Apple Health for pregnant individuals. This program provides coverage to pregnant individuals with income at or below the Apple Health income standards. After-Pregnancy Coverage (APC) covers individuals for 12 months after the end of a pregnancy. These programs are available regardless of citizenship or immigration status.
